Impulse Open Educational Materials improves education quality by making current and accessible collections of open educational materials available. This gives teachers more freedom to organize their teaching flexibly and better align with students talents. This contributes to increased motivation, reduced school dropout, and a more attractive teaching profession.


The project previously received 40 million euros in the second round of the National Growth Fund. After a positive additional recommendation from the National Growth Fund Advisory Committee, the cabinet now definitively grants the remaining 38 million.


The advisory committee notes that the project is making good progress. More than 125 new collections have been made available, organizations such as Beeld & Geluid, NEMO, and Naturalis are involved, and over 750 schools participate. With the extra funds, the project can focus on educational materials for specific target groups, such as specialized education, and on further professionalization of teachers.


The cabinet also adopts the advisory committees recommendations to better monitor the use of open educational materials and explore how these materials can best be made accessible for use.
 

National Growth Fund

The National Growth Fund invests in 50 large-scale projects that contribute to the sustainable earning capacity of the Netherlands. This involves an amount of €11 billion.

The budgetary processing of this project will take place in the first supplementary budget 2026. The allocation is definitive after approval by the House of Representatives and the Senate.
