The Netherlands submitted the second payment request on December 13, 2024. On February 17, 2025, the European Commission indicated that it would provisionally assess the Dutch payment request positively. This was followed in March by a concluding procedure, in which all EU member states could express their opinions on the European Commissions assessment or ask questions to the Netherlands.
Milestones and Objectives
With this approval, it has been officially established that the 21 milestones and objectives that are part of the second payment request have been achieved. This includes improvements in the areas of digitization, affordable housing, education, and healthcare. Specifically, this involves making structural budgets available for retraining and reskilling unemployed individuals with a weak labor position. Agreements have also been made between provinces and municipalities regarding the number of new homes to be realized, and compensations have been granted for the closure of 277 pig farms.
Next Steps
The Netherlands intends to submit three more payment requests to claim the remaining €2.9 billion reserved for the Netherlands from the Recovery and Resilience Facility.
