Minister Van Oosten of Justice and Security: “Human trafficking increasingly occurs in forms other than sexual exploitation or labor exploitation. It is important that we expand the law so that it is more broadly applicable and we can effectively combat human trafficking.”

The implementation of the revised European Directive on human trafficking leads to several adjustments in the legislation regarding human trafficking. For example, the enumeration of forms of exploitation is expanded to include: surrogacy, exploitation of forced marriages, and exploitation of illegal adoption. These forms of exploitation already fall under the scope of the law but are explicitly stated with this amendment.

The scope of criminal law is also expanded: the intentional use of sexual services from a victim of human trafficking was already punishable, and the intentional use of non-sexual services from a victim of human trafficking is added.
