Enforcement Plan for New Years Eve Submitted to the House of Representatives

Last year, the Safe New Years Eve Act was passed by the House of Representatives and the Senate. This initiative law from GroenLinks-PvdA establishes a general fireworks ban for consumers. For novelty and joke fireworks (category F1) such as sparklers, fountains, and party poppers, these remain permitted throughout the year as before. Prior to the laws entry into force, the House of Representatives set several conditions, one of which is the creation of an effective enforcement plan. This plan was sent to the House today by the Ministry of Justice and Security.

Enforcement Plan

The goal of the enforcement plan is to make New Years Eve as safe as possible, minimize incidents, and effectively address violations. The plan gathers (inter)national and local instruments, initiatives, and ‘best practices’. It serves as a guide for municipalities, police, and other (local) involved parties to prepare for upcoming New Years Eves.

The enforcement plan addresses various themes: prevention, enforcement, investigation, international cooperation and approach in border regions, and communication. The plan was developed in close collaboration with the police, the Public Prosecution Service, municipalities, the Association of Dutch Municipalities, the Human Environment and Transport Inspectorate, the Ministry of Infrastructure and Water Management, and other partners.
