These experts contributed under dangerous conditions to the rule of law development and modernization of the security apparatus in countries including Ukraine and Iraq. For example, they helped build police forces and curb undermining criminal activities.

After the ceremony was opened by Minister Van Oosten of Justice and Security, the medals were awarded by Commander of the Armed Forces General Onno Eichelsheim, Commander of the Royal Netherlands Marechaussee Lieutenant General Annelore Roelofs, Deputy Chief of the National Police Wilbert Paulissen, and Deputy Secretary General of Foreign Affairs Hans Docter.

The ceremony also acknowledged the home front of the honorees. Family members often have to miss their loved ones for extended periods, making the mission difficult for those at home. As part of the ceremony, the children received a childrens medal.
