Visual Supervision
From November 1, visual supervision will be applied to physical conversations between EBI and AIT detainees and their lawyers. The number of lawyers with whom a detainee may have confidential contact will also be limited to two.
Calling and Visiting
The adopted bill sets rules for the contact moments of EBI and AIT detainees. Prior to the amendment, detainees in the EBI were allowed to call once or twice a week for ten minutes and receive one or two hours of visits per week. The amendment changes this. From November 1, all detainees in the EBI are allowed to call once a week for ten minutes. Additionally, they may receive one hour of visits per week.
Changes are also made for AIT detainees. Before the amendment, AIT detainees were allowed to call up to seven times a week for ten minutes. With the amendment, this has been reduced to three times ten minutes per week. Furthermore, AIT detainees may receive one hour of visits once a week.
The amendment also stipulates that EBI and AIT detainees may only call individuals - with the exception of lawyers - who have registered and identified themselves at a location designated by the minister.
Four-Eyes Principle
To ensure safety, it is established in the Penitentiary measure that medical treatments and spiritual care always take place in the presence of two caregivers. This four-eyes principle also applies to other professions that have contact with detainees in the EBI or AIT, such as probation officers or members of the supervisory committee.
Authority to Issue Orders
With the stricter rules, the Minister of Justice and Security can temporarily further restrict communication options on an individual level if there are indications of intimidation, life-threatening activities, or danger to public order.
