This new method of reception is intended for new asylum seekers from safe countries of origin and for those who already have an asylum permit in another EU country. They must now report daily to the COA and will be checked when entering and leaving. This group of asylum seekers will no longer receive living expenses during their entire stay in reception, but will receive goods in kind such as meals and toiletries.

Relieving Pressure

Foreigners from safe countries of origin and foreigners with an asylum permit in another EU country have little chance of obtaining an asylum permit in the Netherlands. However, they burden the reception and asylum system. For the group from safe countries, they often do not qualify for a residence permit and are relatively often found among the group of troublemakers. To relieve the pressure on the reception and asylum system, hopeless asylum applications will therefore be processed as quickly as possible by the IND - usually within four weeks.

Clustering

Currently, asylum seekers with a low chance of approval are accommodated in asylum seeker centers spread throughout the Netherlands. From now on, this will happen - with careful construction - in a separate part of the existing centers in Ter Apel and Budel-Cranendonck. By clustering these asylum seekers, this group is better available for guidance in the asylum and subsequent departure process, allowing the asylum procedure to proceed more quickly. There will be quicker clarity about their future, and they can leave the Netherlands more quickly if their asylum application is rejected. The reduction and clustering should also lead to a decrease in the attractiveness of the Netherlands and better manageability of this group in the reception location.

Vulnerable Groups

Asylum seekers in an extra vulnerable position, such as unaccompanied minor foreigners, families with minor children up to 16 years old, single women, and LGBTQI+ (if known to chain partners) will not be accommodated in the new facility. They will go to a regular location but will fall under the same reduced provision level. Unaccompanied minor foreigners (amv) are exempt from the reduced regime. Safe country nationals currently residing in other asylum seeker centers will wait there for the progress of their procedure.
