Corinna Wissels serves as a state councilor in the Administrative Jurisdiction Division of the Council of State, and is a member of the Aliens Chamber and the General Chamber. Previously, she was head of the European Law Division at the Ministry of Foreign Affairs, university lecturer in Russian law at Leiden University, director of the IRIS-Russia Commercial Law Project in Moscow, and a lawyer in Moscow, Rotterdam, Amsterdam, The Hague, and Brussels.

The Parliamentary Assembly elected Corinna Wissels from a nomination by the Dutch government of three candidates, as required under Article 22 of the ECHR. For this nomination, a recommendation was made to the Ministers of Foreign Affairs and Justice and Security by a selection committee, including the President of the Supreme Court, the Chair of the Administrative Jurisdiction Division of the Council of State, and the Chair of the Dutch Equal Treatment Commission. The nomination was also submitted for advice to the so-called Advisory Panel of Experts on Candidates for Election as Judge to the European Court of Human Rights.

The ECHR was established to ensure compliance with the obligations undertaken by the Contracting Parties under the European Convention on Human Rights (ECHR). The Courts jurisdiction extends to all matters concerning the interpretation and application of the Convention and its Protocols submitted to the Court. The term of office for ECHR judges is nine years. Reappointment is not possible.
