Mr. Van Boom (56 years old) is currently a professor of civil law at Radboud University Nijmegen.
Mr. Muller (61 years old) is currently a professor of Security and Law at the Faculty of Governance and Global Affairs and the Faculty of Law at Leiden University.
The appointments take effect on April 1, 2026.

Appointments at the Council of State
Mr. Dr. W.H. van Boom and Mr. Dr. E.R. Muller are appointed as state councillors in the Advisory Division of the Council of State. The Council of Ministers has approved the proposal by Minister Rijkaart of the Ministry of the Interior and Kingdom Relations, in agreement with State Secretary Rutte of Justice and Security, to nominate them for appointment.
