Total Wahv

A total of 2,653,358 violations based on the Administrative Enforcement of Traffic Regulations Act (Wahv), the so-called Mulder fines, were recorded in the months of May, June, July, and August. In 2024, there were 2,901,661 in the same period. The three largest categories of violations are for speeding (in 2024 2,276,052, in 2025 1,984,177), illegal parking (in 2024 134,154, in 2025: 145,302), and running a red light (2024 73,476, 2025 67,718). The decline in violations of various entry bans that began in the first quarter of 2025, which was the largest increase in the other category in 2024, continued in the second quarter of 2025. This includes car-free city centers or environmental zones.

Enforcement on holding mobile devices

There are noticeable shifts within the total. For example, nearly 23,000 more fines were issued for holding a mobile electronic device (mainly handheld calling). This can be partly attributed to the introduction of the so-called focus flashers, of which there are now over 10. But the police also remained actively involved with the so-called monocam. By the end of the year, there will be 40 focus flashers in operation.

Police enforcement

The targeted checks by (mainly) the police were also visible in other offenses: handheld phone use while cycling, not wearing seatbelts, bicycle lighting, or for example, overtaking on the right all showed increased figures. The percentage of stops by the police was 7.4%.

Earlier, the police and the Public Prosecution Service announced that the decline in recorded violations based on license plates (mainly through cameras) is likely partly due to the replacement of equipment.
