The support focuses on cluster 6 companies, businesses that are not located in large industrial areas like Moerdijk but are regionally dispersed. These companies (210,000 jobs and 125 billion euros in revenue) often face challenges in sustainability due to their location.
For instance, electrification or switching to hydrogen is often not possible in the short term because the necessary infrastructure is lacking, which can cause investment plans to stall. Meanwhile, these companies, active in sectors such as building materials, glass, and food industries, consume a lot of energy and are required to reduce emissions and pursue sustainability.
Companies facing these issues are assisted through the support program Action Plan 2.0. In addition to assistance, collaboration between companies will be facilitated for problems that businesses cannot solve independently, and solutions such as heat exchange will be explored.

Action Plan 2.0 is commissioned by the steering group NPVI and is a collaboration between the Ministry of Climate and Green Growth, Foundation Cluster 6, and the Netherlands Enterprise Agency (RVO). A total of 47 million euros in subsidies is available for the program, which runs until 2030.
