Two Ministries, One Organization
At the start of the cabinet, it was agreed to establish the new ministries with minimal adjustments. This way, the focus remains on addressing societal challenges, and large reorganizations that require a lot of time, money, and capacity are not necessary.
It has been decided that the ministries will have a budget chapter, a Secretary-General, and a Director of Financial and Economic Affairs. The policy support for the ministers will remain positioned within the existing ministry. All civil servants will remain employed there. For the Ministry of Asylum and Migration, this is Justice and Security; for the Ministry of Climate and Green Growth, this is Economic Affairs; and for the Ministry of Housing and Spatial Planning, this is the Ministry of the Interior and Kingdom Relations.
Appointment of Secretaries-General
The cabinet has decided that the position of Secretary-General will be combined with another role in the Executive Board. Therefore, a sitting top civil servant will combine the role of Secretary-General with their current position starting April 1 for each ministry.
Mr. Drs. A.W.H. (Annet) Bertram will become Secretary-General for Asylum and Migration. She will combine this position with her current role as Director-General for Migration, which she has held since 2023. Previously, she was among others Director-General for Housing, municipal secretary of The Hague, and Director-General of the National Real Estate Agency/VBR.
Drs. G.M. (Gerdine) Keijzer-Baldé will become Secretary-General for Climate and Green Growth. She will combine this role with her existing position as Deputy Secretary-General at the Ministry of Economic Affairs and Climate, now Economic Affairs, which she has held since 2020. Previously, she was among others General Director of the ICT Implementation Service at the Ministry of EZK, and Director of the National Identity Data Agency at the Ministry of the Interior and Kingdom Relations.
Drs. C.B.F. (Chris) Kuijpers will become Secretary-General for Housing and Spatial Planning. He will combine this role with his position as Director-General for Housing and Building, which he has held since 2022. Previously, he was Director-General for Governance, Space, and Housing. Earlier, he worked among others as Director-General for Climate, Environment, and International at the former Ministry of Infrastructure and Environment.
