Minister Hermans (Climate and Green Growth): “Faster expansion of the power grid is crucial. For our economy, the energy transition, and the construction of new houses. Society cannot afford endless procedures. With this decision, we are taking another step to significantly reduce that.”

Significant Societal Importance

Projects to reinforce the power grid with a voltage level of 21kV and above, such as a regional electricity station, can be designated as of significant societal importance under this General Administrative Measure (AMvB). This means that in the case of objections and appeals against these projects, the step to court is skipped, and objectors must go directly to the Council of State. There is a maximum ruling period of 6 months, and no extensions for the objector are possible (pro forma appeal). This allows grid operators to start construction sooner, potentially saving up to 1.5 years in procedures.

The decision was previously subject to consultation. The final step is the advice from the Council of State. The decision can take effect once the Strengthening Housing Management Act is adopted.
