With the proposals, the cabinet is taking steps to simplify the WIA. The proposal also ensures that UWV can assess people more quickly. This helps to limit backlogs.

The way WIA advances are financed is also changing. First, the advances are paid from the Disability Fund. After it has been assessed whether someone is entitled to the benefit, the costs are booked to the correct place. If an advance is waived, it will still be charged to the Disability Fund.

The bill also contains some limited changes and clarifications of the Wajong. People with a Wajong benefit retain the right to a benefit if they work in a sheltered workplace, have worked continuously for five years, and then earn enough with that work. This also applies to people with a Wajong benefit for whom the employer receives wage cost subsidy or wage dispensation. Furthermore, the guarantee amount lapses if the recipient of the Wajong benefit has not been entitled to that benefit for a year.
