The submission procedure for the BvdU 2025 is similar to that of the BvdU 2024. You can submit the form via the Formdesk online application. Access to the form is granted with a login code. In November, a letter containing a unique login code was sent to the municipal executive board of each municipality, which must be used when filling in the BvdU 2025 form. An authorized official (mayor, municipal secretary, or another signing authority) of your municipality (or a joint arrangement on behalf of your municipality) can sign the form. The signatory declares that the information included in the BvdU 2025 is accurately presented.
Compared to 2024, the BvdU 2025 contains no substantive changes. Several specific grants from SZW are not included in the BvdU 2025:
- Debt forgiveness for victims of the childcare benefits scandal;
- Integration Act 2021;
- Education route.
The data for these specific grants are not necessary for SZWs estimation, which is why they were excluded from the BvdU 2025. However, these specific grants are included in the final accountability (SiSa 2025).
Responsibility for integration lies with the State Secretary for Participation and Integration from June 2025. In consultation with the Ministry of Justice and Security, it was decided that the specific grants Integration Act 2021 and the Education route in SiSa 2025 will be accounted for under G10 and G13 of the Ministry of Social Affairs and Employment.
If the Ministry of Social Affairs and Employment has not received the BvdU 2025 by March 1, 2026, in principle, the payment of the monthly advances of the Participation Act to the municipality will be suspended. Exceptions apply if an extension for submission has been granted, force majeure occurs, or if SZW receives the BvdU 2025 correctly and completely at the time of the decision on suspension of payment.
