With this vote, there is still no binding Pandemic Treaty established.
The WHO member states will work on an annex to the treaty over the next 12 to 24 months. Only after that will the WHO submit this treaty for signature to the countries.
But even then, the Netherlands will not yet be bound by the treaty. This will only be the case if the parliament wishes it and the government authorizes accession to the treaty.
Minister Agema (VWS) has always stated that the parliament must have the final word and will, when a definitive treaty text (including annexes) is available, present it to the parliament in an explicit approval procedure. The minister is acting in line with what was previously agreed with the House of Representatives.
As long as the parliament does not give explicit approval, the Netherlands will not be bound by this Pandemic Treaty and there will be no obligations for the Kingdom.
