Minister Kuipers: “Good that we can start with the launch phase of the closed coffee shop chain experiment. By regulating the sale of cannabis, we have better insight into the origin of the products and their quality. Additionally, we can better inform consumers about the effects and health risks of cannabis use.”

During the launch phase, growers, coffee shop owners, transporters, and supervisors gain experience with the delivery and sale of regulated cannabis and the oversight thereof, secure transport, and the use of the track & trace system. The coffee shops in Breda and Tilburg may have a maximum of 500 grams of regulated products in stock during this launch phase, in addition to 500 grams of tolerated products. The aim is for the launch phase to last a maximum of 6 months. In all other participating municipalities, the existing tolerance policy remains in effect during the launch phase.

Monitoring of the Launch Phase

The developments during the launch phase will be monitored. Insights will be shared with all participating municipalities and will be used to improve processes and systems for a smoother transition. If it becomes apparent during the launch phase that public order or safety is at risk, the launch phase may be terminated early.

Extra Attention for Prevention

The use of cannabis always carries risks. This also applies to cannabis produced within the experiment. Therefore, extra attention is also given to prevention. Requirements have been set for packaging and labeling, and consumers are informed about the effects and health risks of cannabis use through an information leaflet.
