The amended decision states that two-thirds of the new homes to be built in the Netherlands must be affordable for people with middle and low incomes. In each region, 30% of new construction must be social rental housing. Furthermore, in addition to informal care homes on ones own property, homes for first-degree relatives will also be exempt from permits. Finally, the Ladder for Sustainable Urbanization for housing construction is being scrapped, allowing for faster construction outside urban areas.
Responding
Interested parties can only respond to the amended parts of the draft decision. Responses to the other parts will no longer be considered since the full draft decision has already been consulted in March 2024. The consultation runs until May 1. The umbrella associations of governments and corporations have two weeks longer. During the consultation period, meetings will be organized to discuss the changes.

The legislative proposal Strengthening Housing Policy ensures that governments can steer how much, where, and for whom they will build. The legislative proposal is pending discussion in the House of Representatives. The plenary discussion still needs to be scheduled.
