There is a significant shortage of affordable housing, especially for households with limited means. Housing corporations play an important role by providing good and affordable homes. Stable and predictable rental policies are crucial for both their investments and for tenants who want to know how their rent is determined.

Proposed Changes

Most changes stem from the National Performance Agreements 2025-2035, which were signed by the minister, housing corporations (Aedes), and municipalities (VNG) at the end of last year. These agreements stipulate that the new rules will also be enshrined in law.

The changes include the following:

  • Adjustment of the calculation method for maximum rent increase and annual rent increase: a fixed method will be established to calculate these amounts based on the average inflation of the previous three years. This ensures stability and clarity and dampens the effect of a year with high inflation on rent increases.
  • Higher rent limit for assigning energy-efficient homes: for households with a low income, a higher rent limit will be set for homes with an A+ label or better. This allows homes with an A+ label and higher to be assigned more frequently to people with lower incomes. The home remains affordable for them because energy costs are also likely to be lower.
  • Uniform format for new construction plans: in local performance agreements regarding housing policy, housing corporations, municipalities, and tenant organizations will use a mandatory format to make new construction plans clear and transparent.
