The legislative proposal contains no major changes compared to the version that was open for consultation last summer. The law will introduce a special rental contract for lodger rental with a maximum duration of five years and a shorter notice period of one month during the first month. Additionally, it will become easier to terminate the lodger contract in case of sale of the property or the death of the lodger. For tenants, the annual income-dependent rent increase may be eliminated or reduced if it was a result of lodger rental.
Minister Keijzer: “Research shows that about one third of Dutch people have a suitable space and around 8% consider becoming a lodger. This potentially makes 100,000 rooms available. We want to better utilize this potential by making lodger rental more attractive. Many people have extra space in their homes. Lodgers receive additional rental income and at the same time, a housemate provides coziness and safety.”
