The instruction rule will be in consultation for eight weeks starting today, during which everyone can respond to the plan until July 22. After processing the responses, the minister will send the proposal to the House of Representatives after the summer. The instruction rule may come into effect in 2026.
Municipalities are tasked through the instruction rule to allow existing cases of occupancy of recreational homes in the environmental plan. The instruction rule applies to people who have been living in a recreational home since May 16, 2024 (presentation of the cabinets main lines agreement) and do not own another home. Registration at the address is not a requirement; other proof of permanent residency can also be used for a permit application. Furthermore, the home must meet certain minimum safety and health requirements that also apply to regular homes.
The instruction rule is explicitly intended for people who have no alternative for their current living situation. As soon as there are enough affordable homes again, the necessity of this measure will cease. Therefore, the instruction rule applies for ten years. After eight years, the instruction rule will be evaluated.
The intention to provide residents of recreational homes with certainty about the future of their living situation is included in the government program. It is known that about 60,000 people permanently live in a recreational home, while this is officially not allowed. The actual number of permanent residents of vacation homes is likely higher.
