During the online consultation, everyone can respond to the proposed changes. The consultation runs from Tuesday, November 11 until Friday, December 19. After the consultation period, the responses will be carefully reviewed and, if necessary, incorporated into the draft decision.
Landlords can receive compensation for their investment by charging higher rent. Due to sustainability improvements, tenants energy bills will decrease. To adjust the scheme so that the investment is more easily reflected in the rent price, an online consultation will start early 2026. The improved scheme can take effect from 2027.
Exceptions
Certain types of rental homes, such as monuments, temporary rental homes, and small detached rental homes, are exempt from the requirements. Different rules also apply to landlords who own properties within a homeowners association (VvE) that includes both owner-occupied and rental homes. If a change in common areas is needed to meet the label requirement, and the VvE decides negatively on this, making sustainability impossible, an exception to the requirements also applies.
Available subsidy
Private landlords can make use of the simplified and extended Subsidy Scheme for Sustainability and Maintenance of Rental Homes (SVOH). Landlords can receive up to €15,000 subsidy per home. Currently, approximately €126 million is still available. The subsidy runs until 2030.
Enforcement
There will be no ban on use for rental homes in the regulations. Supervision and enforcement of the requirements from the Bbl rest with the municipality. Municipalities have considerable freedom in their enforcement policies. If a landlord does not comply with the requirement, the municipality can notify the landlord to improve the rental home to label D.
