The bill is a repair law that amends the proposal currently before the Senate. The aim is to process the bill as quickly as possible. The bill will now be under consultation for 2 weeks and then go for advice to the Council of State, after which it can go to the House of Representatives. Subsequently, the Senate can vote simultaneously on the bill and the proposal to strengthen management, so that the law can come into effect as soon as possible.
In the bill, the minister removes 2 amendments: the absolute ban on priority for all persons with a residence permit and the processing of building permits by the Minister of Housing and Spatial Planning if municipalities decide too late. Finally, the bill amends a third amendment regarding the municipalities right of preference, bringing it back in line with property rights.
Minister Keijzer: “The Strengthening Housing Management Act is of great importance to tackle the housing shortage. With this bill, I am repairing the Strengthening Management proposal so that it is enforceable and legally tenable. The goal is to process the bill as quickly as possible in the House of Representatives and the Senate, so that the Senate can then vote simultaneously on the management law and the bill. This allows the law to come into effect quickly, and the Netherlands can get started.”
Bill Strengthening Housing Management
The Strengthening Housing Management proposal ensures that governments can better and faster direct how much, where, and for whom they will build. The law aims to provide more control over where, for whom, and how much we build, with more speed and equal opportunities for urgent housing seekers.
