This ban will apply to professional or business traders in goods. The factions of OPNL, GroenLinks-PvdA, D66, Volt, CDA, SP, PvdD, VVD, ChristenUnie, BBB, and 50PLUS voted in favor of the bill from Minister Heinen of Finance, while the factions of SGP, PVV, FVD, JA21, and Fractie-Kemperman voted against.

- -The motion-Baumgarten regarding the exemption decision for entrepreneurs due to safety risks.

- -The motion-Koffeman et al. regarding the introduction of a Declaration Regarding Financial Behavior.
The proposal concerns an amendment to the Law to Prevent Money Laundering and Financing of Terrorism and the Economic Offenses Act. The original bill announced measures to make the fight against money laundering more effective. The measures stemmed from the broader efforts of the cabinet to enhance the integrity of the financial sector, also in the area of preventing and combating the financing of terrorism. Meanwhile, the bill has been adjusted. Of the four measures that were in the bill, only the ban that applies to professional or business traders in goods is maintained. It concerns a ban on cash transactions over € 3,000.
The Senate debated the bill on May 27. The vote on the bill and the motions was scheduled for June 3 but was postponed by a week due to the extra cabinet meeting following the collapse of the cabinet. It is customary for a member of the cabinet to be present during the votes.
