The European Commission has begun a public consultation to gather input on updating the EU merger guidelines, which guide how the Commission assesses the competitive impacts of mergers. The review will focus on innovation, efficiency, resilience, and other strategic sector needs. Participate in the consultation here.
Additionally, the Commission has issued seven papers to stimulate discussion on key economic issues such as competitiveness, innovation, and digitalisation. Feedback on these can be provided through an in-depth questionnaire until 3 September 2025.
The review will update guidelines for both horizontal and non-horizontal mergers, reflecting changes like digitalisation and globalisation.
The aim is to ensure a competitive internal market, enabling companies to innovate and offer better products. The guidelines will be revised to remain legally sound and evidence-based.
