Today, the European Commission positively assessed Portugals seventh payment request of €1.06 billion in grants (net of pre-financing) under the  Recovery and Resilience Facility, the centrepiece of NextGenerationEU.

Following its assessment of the payment request, the Commission found that Portugal has satisfactorily completed the 11 milestones and 16 targets set out in the Council Implementing Decision for the seventh instalment.

The reforms and investments tied to this payment request will drive positive change for citizens and businesses in Portugal – notably in the areas of health, digitalisation, gender equality and renewable energy.

Measures linked to this payment request include, amongst others:

  • the purchase of medical equipment, including heavy equipment;
  • support for vulnerable people in risk of social exclusion;
  • new vehicles and equipment for fire fighters, civil protection and security forces;
  • the refurbishment of two hydroelectric power plants in Madeira;
  • funding for emergency and transition accommodation;
  • steps towards equal pay management system and recognition for companies with a narrower gender pay gap;
  • publicly accessible electric vehicle charging stations.

Next steps

Portugal submitted its seventh payment request on 26 June 2025. The Commission has concluded that Portugal met the milestones and targets needed for this payment and shared its preliminary assessment with the Economic and Financial Committee (EFC). The EFC has four weeks to deliver its positive opinion. Then, the Commission can officially approve the payment to Portugal.

Background

The Portuguese recovery and resilience plan includes a wide range of investment and reform measures. The plan will be financed by €22.2 billion (€16.3 billion in grants and €5.9 billion loans).   

Todays positive assessment would bring the funds paid to Portugal under the RRF to €13.8 billion (including the €2.33 billion in pre-financing it received in September 2021 and the €171 million pre-payment under REPowerEU it received on 21 December 2023).
