Today, the Commission positively assessed Austrias third payment request of €515.5 million under the Recovery and Resilience Facility, the centrepiece of NextGenerationEU.

Following its assessment of the payment request, the Commission found that Austria has satisfactorily completed the 8 milestones and  12 targets  set out in the  Council Implementing Decision for the fourth instalment.The payment request covers important steps in the delivery of reforms and investments benefitting Austrian citizens and businesses. Key focus areas include innovation, decarbonisation, renewable energy, circular economy, sustainable mobility, health, and education.Flagship measures linked to this payment request include:

  • supporting innovation in microelectronics and hydrogen sectors to drive sustainable growth;
  • facilitating the repair of 200,000 electronic devices through a repair bonus program, extending product lifespans and reducing waste;
  • installing 17,500 residential photovoltaic systems to empower households with clean, renewable energy solutions;
  • reforming the long-term care system to improve its accessibility and quality;
  • Providing funding for 150 community-based nurses to strengthen local healthcare services.

Next steps

Austria submitted its third payment request on 11 August 2025. The Commission has concluded that Austria met the milestones and targets needed for this payment and shared its preliminary assessment with the Economic and Financial Committee (EFC). The EFC has four weeks to deliver its opinion. The payment to Austria can take place following the EFCs positive opinion and the adoption of a payment decision by the Commission.

Background

The Austrian recovery and resilience plan includes a wide range of investment and reform measures. The plan will be financed by €3.96 billion in grants.

With todays positive assessment, this payment request will bring the funds paid out to Austria under the RRF to € 3.33 billion including €492 million in pre-financing. This amount corresponds to 84% of all the funds in the Austrian plan, with 74% of all the milestones and targets in the plan fulfilled.
