EU budget increase for defense under new regulation
The Commission has proposed changes to EU funding programs to enhance defense investments. These changes promote faster and more flexible investments in European defense technology and industry.
With the new regulation, the EU aims to strengthen its defense readiness and implement the ReArm Europe plan. These changes will help the EU and member states develop and innovate their defense capabilities while streamlining access to EU funds.
This package will complement the Omnibus Defense Simplification Package, expected in June 2025. The goal is to enable faster and more efficient defense investments and cooperation across member states.
These measures align with the White Paper for European Defense - Readiness 2030. It provides a clear path for the EU to develop the defense capabilities needed to protect its citizens and values.

Bulgaria requests revision of recovery plan
Bulgaria has submitted a request to revise its recovery plan and add a REPowerEU chapter. The proposed changes include new reforms and investments to address energy poverty and liberalize the energy market.
The Commission will now work with the Bulgarian authorities to assess the plan. If it meets the criteria, a revised decision will be proposed for approval.
Bulgarias Recovery and Resilience Plan includes a wide range of investments and reforms. The plan is financed by €5.69 billion in grants.

Commission seeks input for AI guidelines
The Commission invites stakeholders to share their experience in a consultation on guidelines for AI models. The guidelines will clarify key concepts in AI legislation.
Stakeholders can provide feedback until 22 May. The guidelines are non-binding but provide clarity on the interpretation of rules.
