Commission proposes to integrate Ukraine into the EU Roaming area in 2026
Today, the Commission proposes to integrate Ukraine into the EU Roaming area starting January 2026. This will enable Ukrainians to call, text, and use their mobile data from Ukrainian phone numbers in the 27 EU countries at no extra cost, extending the same benefits to Europeans visiting Ukraine.
Commission President von der Leyen stated: “We want Ukrainian citizens to stay connected to their loved ones across the EU and in their home country. Thats why we propose that Ukraine join our roaming family. Once more, we reaffirm our commitment to stand by Ukraine and its citizens.”
Roaming is the first area where the EU would extend internal market treatment to Ukraine.
The Commission has sent the proposal adopted today to the Council for approval.

The EU budget continued to deliver on results while the STEP initiative boosted innovation in 2024
The Commission has published its Annual Management and Performance Report (AMPR), indicating that the EU budget achieved key priorities and addressed crises in 2024. Among many achievements, it supported the green and digital transitions, strengthened EU defense capabilities, provided unwavering support to Ukraine, and responded to the humanitarian crisis in the Middle East.
However, the EU Budget must adapt to the unpredictability of a changing world. The Commission will submit proposals for the post-2027 multiannual financial framework on July 16.
More details can be found in the Programme Performance Statements.
