Commission gathers feedback ahead of proposals to boost electrification and decarbonise heating and cooling

The Commission opened a series of calls for public feedback on two initiatives that will be key to fully implement the Clean Industrial Deal and the Affordable Energy Action Plan: the Electrification Action Plan and the Heating and Cooling Strategy.

The Electrification Action plan will set out how to accelerate the cost-effective electrification of the EUs energy consumption and address potential barriers. The Heating and Cooling Strategy will support the implementation of current legislation and suggest ways to improve efficiency in areas such as planning of energy infrastructure, district heating, and waste heat recovery.

Planned for adoption early next year, the two interlinked initiatives will support the EUs efforts to provide competitiveness, affordability, security and sustainability to European citizens and businesses.

Commissioner for Energy and Housing, Dan Jørgensen, said: “For Europe to move towards a net-zero economy, our energy system must be powered by more secure home-grown clean electricity. Our plans to boost electrification and decarbonise heating and cooling will support industry, the buildings and mobility sectors in replacing the use of dirty fossil fuels with decarbonised energy at competitive prices. This is a win-win for the economy, and for the climate.”

The consultations are available on the Have Your Say Portal. Interested parties can provide supporting evidence and reply to the questionnaire until 20 November 2025.

Commissioner Micallef visits Moldova and formalises agreement on the countrys joining of Creative Europe´s cultural strand

On Tuesday 2 September, Glenn Micallef, Commissioner for Intergenerational Fairness, Youth, Culture and Sport, will sign the association agreement between the EU and Moldova on the countrys participation in the Creative Europe programme, in Chisinau, Moldova. From 1 January 2026, Moldovan artists and cultural organisations will have access to the Creative Europe programmes actions under its ‘Culture Strand.

Ahead of the signature, Commission Micallef will meet with the President of the Republic of Moldova, Maia Sandu, on 1 September.

Moldovas joining of Creative Europe makes a significant boost in the countrys path to EU membership. This step reaffirms the EUs unwavering support to Moldovas culture and cultural sector. Creative Europe will bring concrete opportunities for Moldovan artists, cultural and creative industries, and heritage restoration projects in the country. Moldovan cities will also be eligible to compete for the next European Capital of Culture competition for non-EU countries.

Moldovan access to the Culture Strand of the Creative Europe programme will support the cultural and creative sectors, bringing new funding opportunities, wider networks, and broader audiences for Moldovan talent across the EU.

The next step will be to designate a Creative Europe Desk, which will serve to amplify opportunities amongst local organisations.

Commissar Micallef said: “This agreement places Moldovas people at the heart of the path towards EU membership. It sends a powerful signal: Moldovan culture is European culture. To recognise this is to affirm that Europe is stronger because of its diversity - and that Moldovas culture, traditions, and creativity belong at the very heart of our shared heritage.”

The signing ceremony and the press conference by Commissioner Micallef and the Moldovan Minister of Culture, Sergiu Prodan, can be followed live on EBS as of 11:30 EEST.

Beyond the signing, Commissioner Micallef will visit the Orhei Vechi Monastery. He will also hold a dialogue with young Moldavians on youth participation and EU programmes, and meet with representatives of Moldovas cultural industries and artists.
