Commission clears acquisition of Brevo by AT, Oakley Capital, and GA
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control of Eiffel 65 SAS (‘Brevo) by Mr. Armand Thiberge (‘AT), both of France, Oakley Viking Luxco S.à.r.l. (‘Oakley Capital) of Bermuda, and General Atlantic Bloom B.V. (‘GA) of the US.
The transaction relates primarily to the design and distribution of a ‘software-as-a-service that enables its users to manage their marketing, sales and service activities.
The Commission concluded that the notified transaction would not raise competition concerns, given that the companies are not active in the same or vertically related markets. The notified transaction was examined under the simplified merger review procedure.

Commission clears acquisition of control over Dalata by Pandox and Scandic
The European Commission has approved, under the EU Merger Regulation, the acquisition of control over Dalata Hotel Group plc (‘Dalata) of Ireland by Pandox AB and Scandic Hotels Holding AB (‘Scandic), both of Sweden.
The transaction relates primarily to the hotels sector.
The Commission concluded that the notified transaction would not raise competition concerns, given the companies limited market positions resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

Commission clears acquisition of NCH Corporation by Platinum Equity Group
The European Commission has approved, under the EU Merger Regulation, the acquisition of sole control of NCH Corporation by Platinum Equity Group, both of the US.
The transaction relates primarily to the sector for water treatment chemicals and services, where both NCH Corporation and Platinum Equity Group, through its subsidiary Solenis, are active.
The Commission concluded that the notified transaction would not raise competition concerns, given the companies limited combined market position resulting from the proposed transaction. The notified transaction was examined under the simplified merger review procedure.

European Commission appoints a new Deputy Director-General for its Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs
The European Commission has appointed today Valère Moutarlier as Deputy Director-General ‘European industry and decarbonisation at the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW). This Directorate-General is instrumental for supporting an open, seamless and resilient Single Market, with open borders and free flow of goods and services. The date of effect is 16 October.
With over 35 years of professional experience, including more than 30 years at the European Commission, Valère Moutarlier brings extensive expertise in industry-related policies, having gained first-hand insight into the functioning of EU industry, digital, defence, and single market policies. Throughout his career, he has also consistently demonstrated strong leadership, successfully managing large teams, and contributing to the formulation of major Commission policy decisions. His deep understanding of DG GROWs mandate and priorities will be particularly instrumental in overseeing the Directorates and Units that cover key industrial ecosystems such as Chemicals, Bioeconomy, Retail, Construction, Machinery, Mobility and Raw Materials. His previous work in fast-evolving policy areas – including taxation, customs and budget – has also equipped him with a broad institutional perspective, essential for steering DG GROWs input to high-level negotiations and dialogues with other EU institutions and Member States. These combined experiences make him an outstanding candidate to support the Director-General in coordinating the work of DG GROW.
Valère Moutarlier, a French national, is currently serving as Principal Adviser at the Directorate-General for Taxation and Customs Union (DG TAXUD). Prior to this, he was Head of Cabinet to former Commissioner Thierry Breton, responsible for the Internal Market. Earlier in his career, he was Director for direct taxation at DG TAXUD, preceded by a career stint as Cabinet Expert to former Commissioner Šemeta, responsible for tax policy. He also headed the Unit responsible for Strategic and Annual Programming at the former DG Enterprise and Industry (now DG GROW), followed by the Unit tasked with establishing Copernicus, the European Earth observation satellite programme. Before joining the European Commission in 1993, Mr Moutarlier worked as a tax lawyer in the private sector.
