What is the Technical Support Instrument?
The Commissions Technical Support Instrument (TSI) assists Member States in designing and implementing reforms. It is demand-driven, providing tailored expertise and knowledge, not financial support. It is part of the 2021-2027 Multiannual Financial Framework, promoting cohesion across the EU. The TSI has assisted all 27 Member States with over 2000 reforms.
How much funding will each Member State receive?
With a €864 million budget over seven years, €117 million is allocated for 2025. The TSI provides expertise rather than direct financial support, with reforms funded by national means or other EU funds. The success of the support depends on the commitment of Member States.
What kind of reforms are eligible under the TSI?

How can a Member State apply for reform support?
