I salute our distinguished hosts,
Distinguished guests,
Thank you for gathering here at this beautiful coastline, an ocean that has inspired many artists. The Ocean is not just a source of inspiration; it is vital for life, providing food, cooling us, and connecting us. We have made strides to protect it, but the Ocean remains in crisis, and we must enhance our efforts to secure our future.
Let me give you three concrete examples of Europe’s actions:
First, when France hosted the One Ocean Conference three years ago, it created momentum for the High Seas Treaty, a key tool for protecting our Ocean beyond borders. We achieved this treaty, and today we are close to securing 60 signatures for ratification. Europe will contribute EUR 40 million to the Global Ocean programme to support this treaty. I urge everyone to expedite the ratification process; our Ocean needs our commitment.
The second initiative is the launch of the Digital Twin of the Ocean, first announced in Brest three years ago. Today, we present its first demonstration version. This tool enhances our understanding of the Ocean, addressing pollution, navigation, coastal risks, and biodiversity. We are also initiating a new Ocean Observation Initiative to provide essential data for those reliant on the ocean, solidifying Europe’s role as a leader in ocean science and technology. I call on all nations to join us in this mission.
Lastly, we will present the Ocean Pact of the European Union this afternoon, the first ever pact dedicated to the ocean within the EU. Together, we can save our Ocean. As Jacques Cousteau said, ‘The sea, the great unifier, is mans only hope.’ By collaborating, we can ensure a sustainable future for our oceans. It is in our hands.
