Today, the EU shows determination. We are closing the tap on Russian gas imports.
For too long, our energy dependencies have harmed Europe and benefited Russia.
This must change.
Theres a saying: “less is more.” Today, that saying rings true.
By importing less energy from Russia, we gain more security and independence in Europe.
The less we spend on Russias fossil fuels, the more we can invest in our own clean, green, secure, and affordable energy.
Today’s message is clear: less is more – less energy from Russia, more power for Europe.
Russia has repeatedly jeopardized Europes energy security.
Ending energy ties with Russia is essential.
This legislative proposal outlines our energy future.
No more Russian fossil fuels in our markets by the end of 2027.
The legislation proposed today is unprecedented and robust.
We will implement a full import ban on Russian gas in a phased approach:
First, imports under new contracts will be banned by the end of this year.
Later, we will phase out all remaining imports under existing contracts, including long-term agreements.
This will result in a total phaseout of Russian gas by the end of 2027.
To minimize the risk of bypassing the ban, we will introduce a system to trace and monitor Russian gas across EU markets.
Importers must provide customs authorities with information on the gass origin, supplier identity, and entry and delivery points for LNG supplies.
The Commission will gain a complete view of the market by accessing supply contract information, ensuring the effectiveness of our ban.
Its important to note that this phaseout will be gradual and coordinated with Member States.
We aim to avoid unnecessary burdens or risks for our companies.
A key tool for this will be the national diversification plans.
Each Member State will outline measures and timelines for a well-managed phaseout.
The Commission will support and collaborate with them at every step.
A month ago, we outlined this roadmap. Today, with these actions, we begin to build the path.
The path to a more independent Europe. To a more competitive economy. To a more stable and secure society.
And most importantly, to a stronger and more sustainable future – powered by our own clean, green, secure, and affordable energy.
Thank you.
