“We will prevail. We will rebuild a strong, modern Ukraine. At Home in Europe.”
Ladies and Gentlemen,
Ukraine is enduring a challenging period marked by severe Russian attacks on civilian infrastructure. Your resilience inspires us, and I believe you will successfully lead the reconstruction.
We are here to discuss the future and the modern Ukraine we aim to rebuild. With a skilled workforce, Ukraine has the potential for an economic miracle akin to those seen in Czechia and Poland.
In recent months, I have engaged with business leaders across Europe, witnessing their determination to participate in Ukraines reconstruction.
The World Bank estimates that over €500 billion will be needed for rebuilding, comparable to post-World War II efforts. Last year, the Commissions call for EU companies to invest in Ukraine resulted in a significant response, with proposals worth billions.
We have already seen success stories, such as a French investment in Ukrainian mobile operators, totaling €1.5 billion. Today, we are signing agreements to mobilize an additional €10 billion for reconstruction.
Financial support is just one aspect. We are also working to establish the necessary structures for a strong, modern Ukraine through EU accession reforms. These include creating an independent judiciary, effective anti-corruption measures, and a transparent public procurement system.
Additionally, we are facilitating Ukraines gradual integration into the European Single Market. Many EU companies are already manufacturing in Ukraine, and we are aligning technical standards to ensure safety and quality.
We are also focusing on developing human capital for reconstruction. Projects are underway to support women, young people, and veterans in finding their place in the labor market.
Moreover, we are collaborating with local communities to ensure that reconstruction meets local needs, empowering them as partners in the rebuilding process.
My message to Ukrainians is clear: your future is in Europe. You are not alone. Together, we are building a stronger Ukraine and mobilizing over €10 billion to rebuild homes, hospitals, and infrastructure.
We are creating a modern, European economy and building institutions that enable businesses and citizens to thrive.
This is how we help Ukraine become what its people aspire to: a strong, modern, European nation.
Ukraine was, is, and will be free—and we will be there every step of the way.
Slava Ukraini!
