The EU has made significant strides in standardizing national migration policies. The Migration and Asylum Pact demonstrates what can be achieved through dialogue and pragmatism. However, we still need to improve the rules for returning those without residency rights in the EU. Currently, 80% remain, damaging our credibility and wasting resources. It also creates opportunities for human smugglers.

We must further reform migration policy and create a common system for returns. This means a return decision in one member state applies to the entire EU. We propose a European Return Order, allowing member states to mutually recognize and enforce decisions without new procedures.

Rights and obligations for returnees are defined, including the right to information and legal assistance. Non-compliance may lead to detention. Security is crucial, and measures are in place to mitigate risks. Those posing a threat will be forcibly returned and can be banned for up to 20 years.

The internal dimension of return policy needs strengthening through cooperation with third countries. This includes diplomatic efforts and collaboration on readmission procedures. Return hubs will be established with countries that respect human rights.

The new rules clarify that those ordered to leave the EU will do so. We must act swiftly to regain EU citizens trust in our migration policies. Thank you.
