Today, the leaders of member states and international organizations of the Coalition of the Willing met in London, Rome, and virtually to discuss enhancing support for Ukraine and increasing pressure on Russia. They welcomed the participation of U.S. Special Presidential Envoy General Keith Kellogg and Senators Graham and Blumenthal, marking the first time U.S. representatives have joined a Coalition of the Willing meeting.
The leaders congratulated Italys Prime Minister Meloni for hosting the Ukraine Recovery Conference, from where President Zelenskyy and fellow leaders joined the meeting.
The leaders reiterated that President Putins unprovoked and illegal invasion of Ukraine is a blatant violation of the UN Charter and a threat to their security interests. They emphasized their unwavering commitment to Ukraines sovereignty, independence, and territorial integrity.
They commended President Zelenskyys genuine support for U.S.-led efforts to achieve peace. Four months have passed since Ukraine agreed to a full, unconditional ceasefire. During this time, Russia has intensified attacks on Ukraines civilian population, resulting in over 700 deaths and more than 3,500 injuries in the most intense airstrikes of the invasion thus far. The leaders called on Russia to cease attacks against civilians and to commit to a full and unconditional ceasefire to negotiate a just and lasting settlement.
The leaders supported further peace talks between Ukraine and Russia, praising President Trumps efforts to establish a peace process backed by the U.S. and other close partners, aiming to facilitate a meeting of leaders.
Leaders also agreed to intensify actions against Russias war economy. They committed to developing further restrictive measures, in coordination with all relevant actors, against Russias energy and financial sectors, including Russian oil and gas exports, the shadow fleet, and third-country supplies to Russias war machine.
The leaders reiterated that strong Ukrainian armed forces are the primary guarantee of the countrys sovereignty and security. They agreed that while Russias aggression persists, this group will prioritize ensuring that Ukraine receives the military and financial support it needs to defend itself. Furthermore, they reaffirmed their commitment to provide at least €40 billion in military support to Ukraine in 2025 to strengthen the Security and Defense Forces of Ukraine, matching NATOs commitment in 2024. They agreed to work through the Ukraine Defense Contact Group, NATO Security Assistance and Training for Ukraine (NSATU), and Capability Coalitions to expedite support for Ukraines future forces.
A key priority for support is enhancing Ukraines integrated air defense capabilities. Leaders also agreed on further support to deter massive Russian drone attacks and to increase funding for the production of drone interceptors.
They reiterated their commitment to Ukraines long-term security and to building Ukraines capacity to deter and defend against future armed attacks from Russia. They welcomed the development of operational plans to deploy a reassurance force - the Multinational Force Ukraine - once hostilities cease, to secure Ukraines skies and seas and regenerate its armed forces. They welcomed the establishment of a UK/French-led operational headquarters to support planning activities, the commitments made by partners to contribute to the force, and Ukraines readiness to invite the force and enter into formal agreements with participating countries as necessary.
Leaders also emphasized the importance of ensuring fiscal and economic support for Ukraine. They agreed to draft a collective plan to assist Ukrainian public finances in 2026. They recognized that free and safe navigation in the Black Sea will bolster Ukraines economy and restore food security, reiterating their commitment to support demining efforts in the Black Sea. The leaders also agreed to continue exploring all lawful routes to ensure that Russia compensates for the damage it has inflicted on Ukraine, including considering further options for utilizing revenues from immobilized Russian sovereign assets.
