The leaders of the European Union (EU) and Japan held their 30th EU-Japan Summit in Tokyo on July 23, 2025, concluding the following:
1. The EU-Japan Strategic Partnership is stronger than ever, founded on shared values like the rule of law, democracy, and fair trade. We aim to further enhance our collaboration through the EU-Japan Strategic Partnership Agreement and the EU-Japan Economic Partnership Agreement (EPA).
2. Our cooperation is crucial amid a complex global geopolitical landscape, particularly with Russias aggression towards Ukraine and challenges in the Indo-Pacific.
3. We commit to collaborating with like-minded international partners to address these challenges and uphold global governance based on the rule of law.
Security and Defence Cooperation
4. The security of Europe and the Indo-Pacific are interconnected. We appreciate both the EUs and Japans efforts to bolster defence capabilities and explore further cooperation in security and defence.
5. The EU and Japan face common challenges and are committed to implementing the EU-Japan Security and Defence Partnership, focusing on cybersecurity, maritime security, and disarmament.
6. We recognize the importance of enhancing the defence industry base and look forward to launching the EU-Japan Defence Industry Dialogue.
7. Maritime security is critical for navigation and protecting undersea infrastructure, in accordance with international law.
8. We welcome the initiation of formal negotiations on the EU-Japan Security of Information Agreement.
Contributing to a Rules-based International Economic Order
9. The EU and Japan are committed to maintaining a stable and predictable economic order, reaffirming cooperation to uphold a rules-based multilateral trading system.
10. We will work together to tackle increasing economic security risks and enhance supply chain resilience.
11. We will launch the EU-Japan Competitiveness Alliance to boost our joint competitiveness strategically.
12. We emphasize the importance of effective implementation of the EU-Japan EPA to benefit our citizens and businesses.
13. We will continue promoting cooperation under the EU-Japan Green Alliance and the EU-Japan Digital Partnership.
Uphold Multilateralism with the United Nations at Its Core
14. Strengthening global commitment to the UN is essential as we celebrate its 80th anniversary in 2025.
15. We appreciate the expansion of EU-Japan cooperation across various fields based on multilateralism.
16. We recognize climate change as an existential threat and commit to working towards a global green transition.
Regional Issues
17. We condemn Russias aggression towards Ukraine and reaffirm our commitment to supporting Ukraines sovereignty and territorial integrity.
18. We will continue to exert pressure on Russia through sanctions until it ceases its aggression.
19. We call for an immediate ceasefire and meaningful dialogue for a lasting peace in Ukraine.
20. We will support Moldovas sovereignty and territorial integrity, enhancing its resilience against external threats.
21. We emphasize the importance of upholding international law in promoting peace and prosperity in the Indo-Pacific.
22. We condemn North Koreas missile programs and call for its complete denuclearization.
23. We reaffirm our commitment to advancing peace and stability in the Middle East and support humanitarian efforts in Gaza.
24. We will work together to address the deteriorating situation in Afghanistan, urging respect for human rights.
Conclusion
