For the annual event V-100, the House of Representatives is looking for one hundred people to help the House check the ministers. This check is about how ministers have implemented their plans for 2024 in practice and what it has cost. We are specifically looking for citizens and entrepreneurs who have direct contact with one or more public service providers. The V-100 takes place on Monday, May 26.
What is the V-100?
The Committee for Government Expenditure of the House of Representatives has organized the so-called V-100 annually since 2017. The V stands for Accountability and the number 100 stands for the hundred citizens invited by the House to critically look at the accountability the cabinet provides in the annual reports. This accountability is about the policy and finances of the past year. What results have been achieved and how much tax money has it cost? What can and should be improved? The goal of the V-100 is to directly involve citizens in the Houses supervisory role. Participants in the V-100 get the chance to come up with questions based on pre-selected themes. The cabinet must answer these questions. This way, the House of Representatives, fueled by insights from practice, can better supervise the cabinet.
Public Service Providers
This year, the theme is Implementation of Government Policy. Because accountability is not only about policy and money, but also about implementation. Policy must work for the people it is made for. Therefore, the House is looking for 100 citizens and entrepreneurs who have direct contact with one or more of the public service providers listed below. Each public service provider is linked to one House committee on this day.
- Central Agency for the Reception of Asylum Seekers (Committee for Asylum and Migration)
- Netherlands Enterprise Agency (Committee for Economic Affairs)
- Customs (Committee for Finance)
- Rijkswaterstaat (Committee for Infrastructure and Water Management)
- National Cyber Security Center (Committee for Justice and Security, in collaboration with the Committee for Digital Affairs)
- Netherlands Food and Consumer Product Safety Authority (Committee for Agriculture, Fisheries, Food Security and Nature)
- Social Insurance Bank (Committee for Social Affairs and Employment)
- CAK (Committee for Health, Welfare and Sport)
Registration
As a participant in the V-100, you are a guest in the House of Representatives on Monday, May 26. You will have the opportunity to give your opinion on the implementation of government policy, engage in discussions with each other and some Members of Parliament about bottlenecks and dilemmas, and formulate questions for the ministers. You do not need specific expertise on annual reports and finances. The House is interested in the insights and experiences of a diverse group of people.

- Register directly via the registration form. This can be done until April 22.
- A maximum of 100 people can participate. The House will review the registrations in advance to ensure a good distribution among the different public service providers.
Accountability Day
The V-100 is linked to Accountability Day. Every year, the cabinet accounts for its policies in the form of the National Annual Report, which consists of the annual reports of individual ministries. It is presented by the Minister of Finance to the House of Representatives on the third Wednesday of May: Accountability Day. It is the Houses task to check whether the cabinet has done what it promised. It is assisted by the Court of Audit, which presents the results of its accountability research on the same day. This year, Accountability Day falls on Wednesday, May 21.
Debate on Accountability Day
After Accountability Day, debates on all reports will follow later this spring. Members of Parliament can use the outcomes of the V-100 during preparation and in the debate with the ministers.
