The cabinet formation of 2023-2024 has been evaluated. The committee for the Procedure of the House of Representatives received the evaluation on February 20 and will discuss it shortly.
Since 2012, the initiative of the cabinet formation lies with the House of Representatives. The evaluation includes the following conclusions and recommendations.
Conclusions
- The leadership role of the House of Representatives has strengthened. This is because the House conducted a debate that resulted in several procedural agreements for the next formation;
- The appointment of the scout proceeded as the House intended: on the recommendation of the faction leader of the largest party and with broad support among other faction leaders;
- The introduction of deadlines for the submission of (final) reports by the informants has given the formation process more structure and predictability and maintained pressure on the negotiation process.
Recommendations
- Clarify when the work of the informant is considered completed;
- Clarify the moment of information provision by the informant(s) to the House;
- Explore a suitable alternative location for the formation negotiations, besides the use of the temporary housing of the House of Representatives;
- Discuss offering a remuneration to the informant(s);
- Discuss whether or not to provide an explanation by the informant(s) at the start of the debate on their final report.
