The House of Representatives established a list of topics it declares controversial on Wednesday, June 25. These are topics that will not be included on the agenda until a new cabinet has taken office.
List
By declaring topics controversial, the House of Representatives prevents a caretaker cabinet from making important political decisions while the (interim) elections and the formation of a new cabinet still need to take place.

The parliamentary committees had prepared a joint list of these topics in the week of June 16, which the House of Representatives voted on in plenary. The factions submitted amendments to this list in the following days. The members of parliament voted on this.
Committees
The procedure for declaring topics controversial begins with the committees of the House of Representatives. In the week of June 16, the committees met in extra procedural meetings to compile a list of topics that will not be dealt with in the coming period by the House of Representatives.
Living Document
The list of declared controversial topics can change. Committees and factions can propose new topics, and the reverse can also happen: a parliamentary committee can propose to treat a previously declared controversial topic.
Still on the Agenda
Sometimes there are urgent matters that - despite their controversial nature - still need to be placed on the agenda. In that case, the committee sends a letter to the Speaker of the House. The House then votes on that letter. If the House agrees with the proposal, the topic can be further discussed. After the new House takes office, all declared controversial matters will be placed back on the committees agenda to determine whether the controversial status should be maintained.
Parliamentary Elections
The Schoof cabinet submitted its resignation to the King on Tuesday, June 3, 2025, and is now caretaker. The parliamentary elections will take place on Wednesday, October 29. After the elections, the formation of a new cabinet will begin.
