The Province of Drenthe has established the Implementation Program for Permitting, Supervision and Enforcement (VTH) for 2026. This program outlines how the province will work in the coming year towards a safe, healthy, and sustainable living environment. It includes permits for nature and water, supervision in nature reserves, and enforcement of rules regarding agriculture, groundwater, and excavations.
Much work due to nitrogen and nature
The nitrogen issue will continue to have a major impact on permits in 2026. Many applications still cannot be granted. Drenthe is working together with the national government and other provinces on solutions. Meanwhile, the province carefully weighs the limited space that is available.
Extra attention for protected nature and species
The province expects more applications in 2026 related to species protection, including small mustelids and the large forest mouse. Applications are also expected in the field of wildlife management. This includes a permit application, with an accompanying wildlife management plan, for the management of roe deer in the context of traffic safety. Municipalities will be further supported with species management plans that help insulate homes well without harming protected animals.
Stronger supervision
Supervision in rural areas is carried out in coordination with our partners. In 2025, an additional enforcement officer was appointed due to increasing pressure on nature reserves. In 2026, we will focus on extra supervision where risks are greatest.
Water and soil well protected
Drenthe continues to monitor groundwater extractions, swimming water locations, and the navigation ban in the Drentsche Aa. Developments are also expected regarding the expansion of sand extraction in Drenthe.
The VTH Implementation Program 2026 is part of the annual policy cycle of the Province of Drenthe.
