Admission and Appointment
Ms. Koffeman-Kramer was sworn in as a member of the Provincial Council for the ChristenUnie faction, filling the vacancy of Mr. De Jong. Mr. Wijngaard was sworn in as a member of the Provincial Council for the Forum for Democracy faction, filling the vacancy of Mr. Woensdregt.
Program Budget 2026
This proposal concerns the provincial budget for 2026. If the Provincial Council approves this budget, they instruct the Executive Board of Deputies to implement provincial policy in 2026. This also makes the necessary budgets available. During the discussion of the 2026 program budget, two amendments and eight motions were put to a vote.
Amendments
- The Forum for Democracy faction submitted an amendment concerning ‘No increase in provincial surcharges’. This amendment did not receive a majority and was therefore rejected.
- The CDA faction, together with the D66 faction, submitted an amendment concerning ‘Flourishing economy (program component 3.2 Area task)’. This amendment received a majority and was adopted.
Thus, the Council proposal was amended.
Motions
- The VVD faction, together with the SGP, BBB, PVV, ChristenUnie, and CDA factions, submitted a motion concerning Multi-year Flevoland innovation programming vision on agriculture’. This motion received a majority and was adopted.
- The SP faction, together with the GroenLinks and PvdA factions, submitted a motion concerning ’Ethical compass for Provincial Procurement’. This motion did not receive a majority and was rejected.
- The PvdA faction, together with the GroenLinks, 50PLUS, D66, BBB, and CDA factions, submitted a motion concerning ’Focus housing construction on the main housing needs of Flevolanders: affordability and flow-through’. This motion received a majority and was adopted.
- The PvdA faction, together with the GroenLinks faction, submitted a motion concerning ‘Role of the province in connecting employment and job seekers in Flevoland’. This motion received a majority and was adopted.
- The 50PLUS faction, together with the JA21 and SterkLokaalFlevoland factions, submitted a motion concerning ‘Ensuring lawful spending and FVA funds in accordance with binding legal frameworks’. This motion did not receive a majority and was rejected.
- The Party for the Animals faction, together with GroenLinks, submitted a motion concerning ‘EAT-Lancet in the province’. This motion did not receive a majority and was rejected.
- The PvdA faction, together with the GroenLinks, SterkLokaalFlevoland, PPRR, and D66 factions, submitted a motion concerning ’Flevoland must switch to hydrogen’. This motion received a majority and was adopted.
- The JA21 faction submitted a motion concerning ‘Testing legality of spending Urbanization Fund Almere’. This motion received a majority and was adopted.
In total, 5 motions were adopted that the Executive Board of Deputies can work on. The vote on the amended proposal for the 2026 Program Budget received a majority. Thus, the budget for the Province of Flevoland for the coming year has been established.
Motion out of order
The GroenLinks faction, together with the PvdA faction, submitted a motion concerning ‘No meetings on election days’. This motion did not receive a majority and was rejected.
