On Wednesday, January 28, there was another Provincial Council meeting. We are pleased to share what was discussed during this meeting.
Question Time
The ChristenUnie faction asked questions about the ‘Experimental Framework Living on Estates’. These questions were answered by Deputy Müller.
The Party for the Animals faction asked questions about the ‘Assessment Framework for Large-Scale Battery Storage in Flevoland’. These questions were answered by Deputy Müller.
After the questions were answered, the Party for the Animals faction, together with the D66 faction, submitted a motion on the ‘Provincial Proposal on Partial Revision of the Environmental Program Flevoland for Large-Scale Battery Storage’. This motion did not receive a majority of votes and was therefore rejected.
Two Consent Items
The Provincial Council, without debate, adopted the ‘Designation Decision for Electronic Submission of Official Messages Province of Flevoland 2026’ and the ‘Draft Regulation for the Joint Arrangement Implementation Tasks Nature and Environment’.
Four Discussion Items
Starting Note Social Agenda Flevoland
The Provincial Executive proposes to the Provincial Council to adopt the frameworks set out in the action plan of the Social Agenda Flevoland.
The 50PLUS faction submitted an amendment on ‘Caregiving and Loneliness in the Vision’ on this agenda item. This amendment did not receive a majority of votes and was therefore rejected.
Midterm Review Multi-Year Agenda Region Zwolle
The Provincial Executive proposes to the Provincial Council to continue the cooperation in Region Zwolle until the end of 2027. They also propose three recommendations to the Daily Board of Region Zwolle:
- Update the story of Region Zwolle with more attention to the strengths of the various subregions.
- Improve the financial planning and control cycle.
- Make the decision-making process clearer and more open, so everyone can follow how decisions are made.
The D66 faction submitted an amendment on ‘Submit all nine recommendations to Region Zwolle’. This amendment was unanimously adopted.
The VVD faction, together with the ChristenUnie, PVV, SGP and BBB factions, submitted an amendment on ‘Focus Points Cooperation Region Zwolle’. This amendment received a majority of votes and was therefore adopted.
The Provincial Council adopted the amended proposal with a majority of votes.
Structural Embedding Youth Council and Youth Participation at the Province of Flevoland 2025
The Provincial Executive proposes to the Provincial Council to adopt the frameworks for the Youth Council Province of Flevoland. And to structurally establish the Youth Council Flevoland as a participatory platform for youth as of July 1, 2026.
The BBB faction, together with the VVD faction, submitted an amendment on ‘Guaranteeing Broad Youth Participation in Evaluation’. This amendment received a majority of votes and was therefore adopted.
The Provincial Council unanimously adopted the amended proposal.
Renewal Information Provision Provincial Council
The Provincial Council discussed a proposal from the clerk to renew the information provision for council members. The goal is for council members to have faster, easier and safer access to all the information they need. This also helps reduce their workload. The roadmap includes three main components: implementing the motion to reduce workload, complying with legal requirements (such as transparency, privacy and digital accessibility) and additional steps towards digitization and innovation. At the end of 2027, it will be reviewed which costs will then be structurally necessary. For the implementation of the roadmap, a one-time amount of €257,000 is needed for the years 2026 and 2027.
The 50PLUS faction submitted an amendment on ‘Exploration of Document Flow Linking to Concrete Decision-Making’. This amendment did not receive a majority of votes and was therefore rejected.
The 50PLUS faction submitted an amendment on ‘Strengthening Digital Sovereignty and AI Preconditions’. This amendment did not receive a majority of votes and was therefore rejected.
The 50PLUS faction submitted a motion on ‘Acceleration Towards AI-Driven State Information’. This motion did not receive a majority of votes and was therefore rejected.
The 50PLUS faction submitted a motion on ‘Acceleration Design New State Information System’. This motion did not receive a majority of votes and was therefore rejected.
The SP faction, together with the ChristenUnie, BBB, Party for the Animals, VVD and CDA, GroenLinks-PvdA factions, submitted a motion on ‘Strategic Choice and Evaluation Framework’. This motion was unanimously adopted.
The Party for the Animals faction submitted a motion on ‘Also Access to Intranet for Employees and Interns’. This motion did not receive a majority of votes and was therefore rejected.
The Provincial Council adopted the proposal with a majority of votes.
Motion Out of Order (Withdrawn)
The SterkLokaalFlevoland faction submitted a motion out of order on ‘Stop Nuisance Asphalt Plant’. This motion was withdrawn after the college made a commitment.
