We have created new rules for granting nature permits. This allows projects such as housing construction, roads, and business expansions to proceed as long as nitrogen emissions do not increase.

The rules apply to internal and external trading. This means that companies or construction projects must save nitrogen in one place or with one activity if they want to emit nitrogen in another place or with another activity. Since a court ruling in December 2024 this type of permit was almost completely stalled.

35% Less Nitrogen Emissions

With the new rules, there must be a 35% reduction in nitrogen emissions during the expansion or change of a company or activity compared to earlier. This helps to restore nature.

With these rules, there is movement in Gelderland again. They are strict but provide clarity.

Entrepreneurs can get back to work, for example, by making their businesses more sustainable. Temporary activities such as events or dike reinforcement can also proceed.

The rules are part of a larger plan by the province to solve the nitrogen problem and improve nature. The rules are temporary. When a complete package of measures is in place to reduce nitrogen emissions and restore nature, we can adjust the rules again. Part of those measures must also come from the national government.
