During the meetings, we will explain the plans for improving traffic safety on the roadway and the bicycle path. From September 18 to October 15, 2025, everyone can respond to the plans.
Open Meetings in Gorssel and Eefde
There are 3 meetings. At all meetings, road designs will be displayed for the road sections Epse-Gorssel, Gorssel, and Eefde-North. The preliminary road design is ready for the first two. For Eefde-North, it concerns the sketch design. Specialists from the province and the municipality of Lochem are happy to talk to you at the open meetings and answer your questions.
Drop by between 7:30 PM and 9:00 PM on:
- Monday, September 29, and Tuesday, September 30, at the Protestant church at Hoofdstraat 27 in Gorssel.
- Tuesday, October 7, at the community center t Hart van Eefde at Zutphenseweg 111 in Eefde.

Interested parties are warmly welcome on 1 of the 3 evenings. Pre-registration is not mandatory, but it is desired. This way, an estimate can be made of the amount of interest. Registration can be done via www.gelderland.nl/aanmeldenFN348.
The road becomes safer for all road users
The bicycle connection between Epse to Gorssel and in Gorssel will receive a significant boost. A bicycle tunnel will be built south of Epse (near Kratonweg) so that cyclists no longer have to cross the provincial road (N348) there. This will connect to a new two-way bicycle path towards Gorssel on the east side of the road. A new two-way bicycle path will also be constructed in Gorssel along the provincial road, namely between Hoofdstraat-North and Hoofdstraat-South.
Furthermore, we will improve traffic safety at various locations, namely in Gorssel-North. At the height of several driveways of houses where they cross the bicycle path. And in Gorssel, we will improve the connection points of the bicycle route at Elfuursweg and Hoofdstraat-North. At the same time, we will lower the maximum speed on the intervening parallel road to 30 km/h.
Further on, between the roundabout at Eefde and the railway in Eefde, the maximum speed will also decrease to 30 km/h. And there will be a cyclist-friendly design. For these measures (at Eefde-North), the municipality of Lochem is responsible. They work closely with the province in this regard.

The plans are not yet final. From Thursday, September 18, to Wednesday, October 15, 2025, there will be a broad environmental consultation so that everyone can respond to the road designs. Respond via the digital response form.
Collaboration
Together with the municipalities of Deventer, Lochem, and Zutphen, the province is taking the next step towards an improved bicycle route (F348) between Deventer and Zutphen. This is a wish shared by the province with businesses and partners (such as the Cyclists Union) to encourage bicycle use. At the same time, the province is addressing several bottlenecks on the provincial road (N348) between both cities.
Resident Participation per Road Section
The provincial road is divided into 4 road sections (Epse-Gorssel, Gorssel, Gorssel-Eefde, and Eefde-North) because the issues, the environment, and the solutions differ from each other. For each road section, there are 2 participation rounds. First, a round with those who are most affected by the measures. Then a round where everyone can respond. The first round has been completed for the road sections Epse-Gorssel, Gorssel, and Eefde-North. For the road section Gorssel-Eefde, the entire participation process has already been completed, and the plans are final. The implementation of those works is in October 2025. And between March and May 2026.
