
The Environmental Regulation
Our environmental regulation contains all provincial rules for the environment where we live; our living environment. These are the rules about how we manage our living environment. With this, we ensure a healthy, safe, clean, and prosperous Gelderland.
Amendments to the Environmental Regulation
We propose several amendments to the environmental regulation to implement policy and adjust rules to practice. The amendments concern:
- nitrogen reduction area (strip policy)
- extractions
- world heritage
- energy transition and grid congestion
- water and soil
- housing
- work locations
- climate adaptation
- nature (old forest growth locations)
The amendment proposal also includes the following documents:

Where to Find the Proposed Amendments?
From February 12, 2026, you can find the proposed amendments and associated documents at:

- In the House of the Province, Markt 11, Arnhem. You can make an appointment with the Provincial Desk.
How to Respond?
The consultation period is from February 12 to March 25, 2026. During this period, you can express your opinion on the amendments by submitting a statement. This can be done digitally, in writing, or orally. Digital submission via the website is preferred. Your statement will then be immediately registered in the system and you will receive a confirmation of receipt. More information is available from February 12, 2026, on our website.
Nitrogen Reduction Areas
The Provincial Executive established the strip policy for nitrogen reduction areas on January 20, 2026. Responses from people who contributed to the 2025 directions have been added. Now, a large part of the measures from the established strip policy are included in the rules of the environmental regulation. These form part of the proposed amendments. Everyone can respond again.

On February 24 and 26, 2026, we organize 3 digital Q&A sessions. These sessions can help you submit a statement. During the Q&A, we answer incoming questions and explain the process of submitting a statement. You must register in advance for the Q&A. More information is available from February 12, 2026, on our website. From that date, you can also register on our website.
Follow-up
The received responses, the statements, are processed in a response report. This report indicates whether a response led to an adjustment in the final plan. All submitters of a statement will receive this response report. Subsequently, the Provincial Executive will submit the proposed amendments of the Environmental Regulation to the Provincial Council after summer 2026. The Provincial Council will then decide on the amendment of the environmental regulation.
