Perspective and Participation in Society

No one chooses to end up on the street. Yet we see more and more EU labor migrants in Gelderland in vulnerable situations. This affects us all. With this approach, we ensure they do not disappear from sight but regain perspective and can continue to participate in our society.

Importance

The number of homeless EU labor migrants in Gelderland is increasing. Those who lose their jobs often also lose their homes and contact with others. As a result, people end up on the street, in forests, or on holiday parks, thus out of reach of help. We want to prevent this together.

Broad Approach to Homelessness

With the subsidy, the Salvation Army invests in the following approach:  

  • prevention
  • early detection (identifying problems in time)
  • guidance
  • recovery

This can take the form of, for example, deploying a work coach, expanding the team of street workers for EU labor migrants, and extra deployment of buses that help people on location. Work is also being done on returning to work and on the responsibilities and role of employers. Examples of existing initiatives are the ‘Streetlevel team’ in Apeldoorn and shelters in Arnhem.

Provincial States Motion

In March 2025, Provincial States requested through a motion to investigate what we can do to prevent homelessness. This subsidy is one of the ways we do this. In the coming period, the Salvation Army will work on further elaboration of the approach together with municipalities, education, and employers.
