
What is the RES?
In a Regional Energy Strategy (RES), municipalities, water boards, grid operators, and the province collaborate on sustainable energy. Gelderland has 6 RES regions. In 2021, these regions established the first search areas for sustainable energy generation in RES 1.0. The RES region Green Metropolitan Region Arnhem-Nijmegen (GMR) has now expanded this RES 1.0 with RES 2.0.
Sustainable electricity generation
In the RES 1.0 of the GMR, the region aims to generate 1.62 terawatt-hours (TWh) of sustainable electricity by 2030. The region calculated that the built or planned wind and solar parks can deliver 1.32 TWh. So, approximately 0.30 TWh is still needed. RES 2.0 explains how the region plans to achieve this. The principle is local for local: bringing energy supply and demand together.
The region focuses on:
- Addition of new search areas for wind energy, with local for local as the principle.
- Better mapping of solar energy on roofs and use of solar-on-roof in local-for-local solutions.
- Generating electricity at companies with high energy demand.
The new search areas for wind energy are partly based on the environmental impact study (planMER) from 2023. This study examines the effects of solar and wind energy and heat on the environment. The report is part of RES 2.0 and is available for inspection.
Forerunner regional energy system program
RES 2.0 also contains agreements about the energy system and the transition to sustainable heat. Thus, RES 2.0 is a forerunner to the regional energy system program (RPE). In 2026, the GMR aims to establish this regional vision on the energy system.
Online information meeting
From December 4, 2025, you can view the draft RES 2.0 and the planMER at https://www.gmr.nl/res2 and via the municipalities in the region. On Monday, December 15, 2025, at 7:30 PM, the Green Metropolitan Region Arnhem-Nijmegen organizes an online information evening about the draft RES 2.0. During this evening, the region explains what is in the draft RES 2.0 and you can ask questions. Registration is possible via the GMR website.Responding to the draft RES 2.0
Until January 14, 2026, you can respond to the documents by submitting a viewpoint. This can be done in 3 ways:
- By email: res@gmr.nl
- By mail: RES Green Metropolitan Region, attn. RES team, Nijverheidsweg 2a, 6662 NG Elst
- Orally: by appointment at your municipality
Include in your response: ‘Viewpoint RES 2.0’ and the name of your municipality.
What happens next?
The Provincial Executive submits the draft RES 2.0 to the Provincial Council. They provide their response (consultation). The region answers all received responses in a Response Note. This also states whether the RES 2.0 will be adjusted. Then municipalities, water boards, and the Provincial Executive definitively adopt the RES 2.0.
