Action Plan for Housing
There is a significant housing shortage in Gelderland. We are working hard to reduce this shortage from 5.2% to 2% by 2035. This requires over 140,000 additional homes. We do not build houses ourselves but assist municipalities, corporations, and market parties in this. We do this, for example, with knowledge, manpower, subsidies, and smart land policy. These actions, with the main goal of accelerating housing construction, are combined in the Action Plan for Housing.
We are taking an extra step
The housing crisis remains high. Building new homes alone is not enough; we must make better use of existing homes. Too large homes can be split or shared. Existing homes can be topped up. With this renewed action plan, we are taking an extra step to realize suitable housing for everyone in Gelderland.

6 themes, over 20 actions
There are many new developments. The housing challenge has become even greater, and we have taken on a larger role in the challenge. Therefore, it was time for an evaluation and new plans. The result is a renewed Action Plan for Housing. This renewed action plan runs until the end of 2027 and contains over 20 actions, divided into 6 themes. For this, a total of €43 million is available in the coming years. The 6 themes are:
- strengthening the capacity and knowledge of municipalities
- active land policy for housing construction
- better utilization of existing stock
- stimulating innovation
- supporting the construction sector
- filling in preconditions
Strengthening the capacity and knowledge of municipalities
Municipalities have a significant role in the housing challenge. However, due to rapid developments and labor market shortages, it is difficult to find and retain the right people. With the acceleration team, we support municipalities with knowledge and capacity in the joint challenge. The evaluation shows that this approach works well and efficiently, and we want to maintain it. We are allocating even more resources to support small, local projects through the Acceleration Team.
Supporting the construction sector
The construction sector is also facing a shortage of skilled workers and resources to build enough homes. Therefore, the renewed Action Plan also includes extra actions to help this sector. For example, we want to increase the number of transition houses (a place where people are accelerated trained for construction, installation, and electrical engineering) in Gelderland from 9 to 30. These houses help in recruiting, training, and placing newcomers in housing construction. This way, we ensure more skilled workers and accelerate housing construction.
Smart (re)use of existing buildings
To reduce the housing shortage, more is needed than just new construction. By smartly (re)using existing buildings, we can quickly provide additional homes. We are focusing on this in the renewed Action Plan with multiple actions. Think of adding a floor to existing homes (topping up), splitting or sharing homes, or transforming vacant buildings. For example, we contribute to the realization of 900 homes through transformation with our program SteenGoed benutten. And we stimulate the construction of 3,000 topping homes and 1,500 additional homes by splitting or sharing by 2028.
